1 　　女児連れ帰り、国際離婚の日本女性が米で拘束

米国でニカラグア出身の男性（３９）と離婚した兵庫県の女性（４３）が、離婚訴訟中に長女（９）を日本に連れ帰ったとして渡米時に身柄を拘束され、男性の親権を妨害した罪に問われて刑事裁判を受ける事態となっていた。米国の裁判所は離婚訴訟で父親に長女の親権があるとしたが、日本の裁判所は条件付きで女性を親権者と認定。日米の裁判所で判断が相反していた。国際結婚が破綻したあと、子どもが国境を越えて誘拐されるケースが増加している。日本政府は５月ハーグ条約の加盟を決めたが、未だハーグ条約に加盟していない。日本は主要８か国先進工業国のただ一つ加盟していない国である。現状の国内法では、単独親権の原理を厳守しており、多くの父は離婚後子どもとのすべての接触を失うことも珍しくない。

２　　ハーグ条約「国際的な子の奪取の民事面に関する条約」

1980年採択。多国間条約。1983年に発効。オランダのハーグ国際私法会議で締結されましたが、日本は批准（加盟）していません。
ハーグ条約の目的は、国境を越えて子どもを不法に連れ去る、あるいは留め置くことの悪影響から子どもを守ることにあります。国際結婚した夫婦が離婚する場合、親が他方の親に無断で子を国外に連れ去ることがあり、連れ去られた国側が返還請求できない場合があります。この条約では、適切な管轄裁判所で親権に関する決定を下すことができ、常居所がある国に子どもを速やかに戻すための手続きを規定しています。
　いずれの親にも、子どもと面会する権利の保護を保証しています。しかし連れ去りが起こった時点では、子どもの定住国への帰還を義務づけます。子どもが16才に達すると、この条約は適用されなくなります（第4条）。

３　　 ハーグ条約批准国・非批准国

現在86ｶ国（2011年10月）が同条約に加盟。北米、ヨーロッパ、オーストラリア、南米、南アフリカ、などの西洋文化圏の国のほとんどがこの条約を調印・批准しています。主要国のうち未加盟国は日本のみです。ロシアは2011年11月加盟しました。
アメリカは、日本は人権に関しては後進国と見なしており、[離婚した日本人妻の子の連れ去りは拉致である」として、「日本は拉致において北朝鮮と変わらない」とまで批判し、日本にハーグ条約への早期加盟を要求しています。
　日本をはじめとしてアジア・アフリカ・中東のほとんどの国は、この条約に調印していません。加盟・非加盟の違いは、宗教・制度・性役割観の違いが影響しており、途上国では社会的・経済的な理由から父親に親権が与えられることが多いのです。日本では昭和40年以前は、経済的に余裕のある父に親権を与え、貧しい母の環境は子の福祉に反する、とするのが主流でした。その後は、子育ては母親の責務として母親に親権を与えるのが近年の流れです。戦前の家制度のもとで制定された民法ですから、「家」に誕生した子どもは、父親、跡取り息子が親権者というのが主流でした。イスラム社会では男性のイスラム教徒の子はイスラム教徒であるとされ、その親権は父に属するとされています。

4 　共同親権

　ハーグ条約は｢共同親権｣か「単独親権」ということと関わりがあります。ハーグ条約締約国の中に共同親権を認めている国が多いからです。日本の法律では、協議離婚であれ、裁判離婚であれ、父母の一方を親権者と定めるものとされています。

   親権者が決定されなければ離婚届は受理されません。日本では共同親権が認められておらず、定められた親権者が単独で親権を行い、親権者とならなかった親は、親権者の権能をまったく行使することができません。日本の場合には、二度と子どもと会うことが出来なくなる可能性があります。一方、共同親権は、離婚してもなお、子の親権について双方が分担し権利と義務を有するという考えです。
　共同親権を認めている国は多く、共同親権の社会システムが進んでいます。アメリカは州により法律が異なりますが、アメリカでは日本の親権に当たる監護権を父母の双方が持ちます。共同監護法は、現在ほぼ全米各州で採用されており、ほとんどの州で共同監護（共同親権）が認められています。父母の離婚後も子が父母双方と関係を持ち続けることが、子の健全な成長にとって必要であるとの考えに基づいています。 子どもを第一にとの考えで、様々な形の共同監護が実施されています。アメリカの共同親権の現状は、約７割の子は母と生活し、父とは週末に泊りがけまたは泊りなしで会っています。離婚後、元夫婦に対して憎しみを乗り越えて親として協力するための種々の教育的なプログラムもあります。
　｢父母教育プログラム（Parent Education Programs）｣やDV問題や児童虐待の申し立てをしている家族には｢面接交渉の制限｣)また、監督者付きで子どもに会うことの出来る施設「Visitation Center」などの社会システムが機能しています。
（2012年.1月23日 ハーグ条約の加盟について、法制審議会で、加盟への関連法案の要綱案をまとめた。２月にも小川敏夫法相に答申。政府は２４日召集の通常国会に法案を提出する方針で、会期内の成立を目指す。実は私の友人にも悩んでいる人がいる。）

１　　Father calls for custody law reform

     A U.S.-based Nicaraguan who fought a legal battle with his Japanese ex-wife over custody of their 9-year-old daughter has called on the government to revise the judicial system, saying the lack of power to enforce court rulings is hindering the resolution of such disputes.
     Following a drawn-out legal conflict in both U.S. and Japanese courts, the　43-year-old mother last week agreed to return the girl to her father within 30 days, under a plea agreement reached in a court in ilwaukee. The names of the three have been withheld on privacy grounds.
     After the plea deal, the father, a permanent resident in the United States, said in an interview he believes the extremely lengthy court proceedings in Japan may have prompted U.S. law enforcement authorities to arrest his former wife on a felony charge in Hawaii in April. The woman, who lives in Takarazuka, Hyogo Prefecture, was arrested after traveling to Hawaii to renew her green card.
     Following the plea deal, the Milwaukee court case will be held open for three years, after which the felony charge will be reduced to a misdemeanor if she adheres to the court order. The mother plans to live in the U.S. and to seek regular visitation rights to spend time with her daughter, her American lawyer said.　   

The couple filed for divorce in 2008, but the woman took her daughter to Japan just days before the father was granted sole custody of the girl by a U.S. court. After returning to Japan, the mother alleged she was abused by her former spouse and sought to become the girl’s custodial parent.  In March, the Itami branch of the Kobe Family Court decided to award her custody, stressing in its ruling that the girl had become accustomed to life in Japan.

2 　Hague Convention “treaties about the international civil affairs of the child capture “

The many countries have ratified the treaty of Hague Convention of 1980.It takes effect in 1983. It was concluded in Hague private international law meeting in Netherlands. Japan does not ratify, yet. (participation).

The purpose of this Hague Convention is to protect a child adverse from the ａｂｄｕｃｔｉｏｎ illegally. When the couple who married with different nationality was divorced, one parent may take a child away abroad without permission. At that time, the other parent can give decision based on the parental 　authority to appropriate competent court 　and can request the country side taking away from the other parent.

 This treaty prescribes a procedure to return a child to the country with the whereabouts where it is usual immediately.

This treaty guarantees both parents the protection right and to meet a child.　But at the point in time when it had occurred the abduction,, the treaty is imposing the duty to return the child to the domiciliation country.　When a child reaches 16 years old, this treaty is not applied (Article 4).

3 　Ratified countries, and non ratified countries for Hague Convention

 There are 86 countries join the treaty now. it (Oct.in2011).Most of the Western countries such as North America, Europe, Australia, South America, South Africa ratified this treaty. Non-member nation is only Japan among major countries. Russia ratified in 2011.

Above all, U.S.A. considers Japan to be an underdeveloped country about the human rights,　and U.S.A criticizes that Japan is not different in abduction with North Korea” from taking away the child after divorce concerning Japanese married woman” Japan is required to participate in the Hague Convention soon.

Most middle eastern countries do not sign this treaty such as Asia, Africa, including Japan.  Difference in participation or non-participation due to the gender role influences, the religion, etc.

Historicalｌy, the civil law was established under the prewar patriarchy system, in Japan,　patriarchy system gave to the father only. And it was the mainstream that the poor mother was against the welfare of the child. But recently it shifted that the child care was the duty of mother (gender roll). And so after divorce, most of all mothers have the custody. In poor household economy, in recent years.  

It is said that a child of the Muslim men’s is the Muslim of the Islam society, and  the parental authority is vested in father only.

 4　 Joint custody

“Joint custody” or “independent parental authority” is related to Hague Convention. Because there are many countries accepting joint custody under Hague Convention .

By the law of Japan, a divorce by agreement or a trial divorce, it should establish the independent custody either. If it did not decided, the divorce paper is not accepted. In Japan, and the parent that was not gotten custody cannot use the parental authority at all.  In the case of Japan may never  meet a child.

On the other hand, many countries think that both sides still share the child custody, and have a right and a duty even if after divorce.

A social support systems around joint custody goes ahead in the lot of countries accepting joint custody. For instance in U.S.A., each state established the different law , but all state in U.S.A think that the both sides of parents have the custody right equally to the parental authority. It is based on a thought that it is necessary for the healthy growth of child, and continues having relations with both parents after the divorce of parents.

Primarily, joint custody has various forms. In present conditions of the American, of Approximately 70% of the child lives with mother and spends with father on the weekend ,or without staying overnight

 After a divorce, the parents  were prepared various kinds of educational programs to cooperate through hatred for a former couple.

(The Legislative Council of the summary plan was hold which related participation ion of the Hague Convention on 23 in Jan. and reported to Minister of Justice Toshio Ogawa in February. and Government is going to submit a bill to the ordinary session of the Diet of the call on 24).

私の年末年始の休みは、右脚の関節が痛んで家でへばっていました。だからテレビ依存型の生活でした。1月1日の昼は伝統的なウイーン・フィル・ニューイヤーコンサートを楽しみました。
指揮はマリス・ヤンソンス（ラトヴィア）で、シュトラウス（ヨハンⅠ・Ⅱ・ヨーゼフ）を中心とする華やかな時代を彷彿とさせるワルツ・ポルカで、バレーダンスやウイーン少年合唱団の涼しい歌声もあり、素晴らしいものでした。国立歌劇場は一昨年、ちらっと覗いたのですが、さすがにヨーロッパの歴史だと感服したゴージャスな美しさでした。そこに深紅のバラや白い百合が映え、聴衆のドレスや着物（日本人も多い）の彩りが華やかです。ニューイヤーコンサートの中心は、なんといっても「ウィンナー・ワルツ」です。本当にウキウキします。「美しき青きドナウ」「ラデツキー行進曲」「ペルシャ行進曲」などは観客からの手拍子が何度も入ります。世界約70カ国のテレビ局と300以上のラジオ局で中継放送されたそうです。

もうひとつ、少し感動した討論会がありました。
「新世代が解く！ニッポンのジレンマ　～震災の年から希望の年へ」です。「格差」をテーマに新世代（１９７０年代以降生まれ）のコンサルタントや評論家、社会起業家たちによる討論会でした。（1月1日Ｅテレ午後11時～午前１：００　詳細はhttp://www.nhk.or.jp/jirenma/）
パネラーは新世代の12人です。バブル崩壊後、就職氷河期にさらされ、自己責任論をつきつけられたいわゆる「ロストジェネレーション」とよばれる人たちです。世代マイノリティだというのに、12人の性別は女性が３人（25％）、男性が9人で、これではカンター理論がいう「トークン」（プレッシャーで少数派から意見が出にくいこと）に陥っていると思いました。女性たちの発言は量も回数も少なかったです。折角の機会なのに改善してほしい。話題ではＭ字型の解消で１６％GDPが16％上昇する、とかシングルマザー世帯から子どもへの貧困や格差が世襲しない対策等が話されましたが、具体策には届いていませんでした。今の政界が利害関係にあたふたして思考停止してしまった老年層であることを思うとき、若い世代の意見を実践に移すことが実力を持つ老年層の役割ではないかと思います。
「経済成長」が、今後必要かが議論されたのは興味深かったです。なぜなら「必要」が当然の前提になっているのが現状であり、経済成長を前提としない意見こそこれからは重要だと思うからです。この延長に原発の否定は当然ということになります。現場のゆがみを是正するには、個人と制度や組織をつなぐ中間の働きが重要であるという考え方も大勢でした。自分たちがその役割を果たさねばと言った若き潮論家の発言も光っていました。彼らの意見の大まかなところは、「リーダー個人の資質で政治が変わるというのも楽観的過ぎる」。「世代間を超えて共闘体制をとろう」、ということだったが、彼らの主張の特徴として教育に期待感がないというのも共通だったように思います。教育に情熱を失っている姿はやはり悲しいと思います。
２０１１年、東日本大震災で大きな価値観の転換期を迫られている今、行動の転換が広がってほしい。何よりもこの続きをやってほしい。ＮＨＫならできるはず。
この2つの番組は、1月7日（土）両方とも再放送されました。
この休み中にＳｔｅｖｅ　Ｊｏｂｓの伝記（講談社上下）を読もうと大部な英語版も揃えたのに少ししか進まなかった。

For my free days(year-end and New Year rest), I was damaged in right leg at a join and was tired out in my house. Therefore these days were too depend on the TV-program almost .

The valley was beautiful( ballet dancers of Vienna national ballet:directed John・Neumeier )
and the cool singing voice of the Vienna boy chorus was splendid. In the summer before last, I visited this Vienna National opera theater for a few minutes . It was very gorgeous beauty condensed European history.
At that place, many crimson roses and white lilies are displayed, and the audience of dresses and kimonoes (there are many Japanese) is colorful and gorgeous.

The pleasing and splendid orchestra bring me delight and happy.
The program are waltz, polka and march to remind the gorgeous Strauss (Johan I, II, Joseph) days.
After all ,the great popularity of the concert is called the weiner waltz”. I am really happy and excited. The “beautiful blue Danube” “Persia marches” contain the beating time with hands from the audience, many times.
I heard to be made a rebroadcast in the TV station of world approximately 70 countries and radio stations more than 300.

Under the theme of “a difference”.～the year dilemma from earthquake disaster of Japan to a year desired”.
12 panelists were new generation unties, they were consultants, the commentators, social entrepreneurs, etc (born after the 1970s).
After the bubble burst, they were exposed for finding employment glacial epoch and were called so-called “Lost Generation”. They were used to point out a self-responsibility theory by.

12 panelists was composed of 3 women (25%)and 9men(75%).Concerning ” token”
Theory( an opinion being hard to go out of the minority by pressure: Rosabeth Moss Kanter、”Men and Women of the Corporation”) women panelists thought that they fell into “token”(I felt the remark of women’s few quantity and number of saying times.
I want to improve though、it is a precious opportunity.

It was talked that the poverty and the differences from the single mother household,
but didn’t proceed how to reduce poverty and the differences.

There was the topic, If M-shaped cancellation (when woman has first child, quits the jobs(70%), and 30s fall out from the labor force), the GNP（gross national product）do climb 16% of GDP. But It didn’t succeed to reach the concrete measures.
I think this discussion was very important whether “economic growth in future” would be necessary or not. Because It is common “”economic growth is necessary”, and to become the natural premise, But the negation of the nuclear power will occur from the denial of economics growth.
In the rough place of their opinion, it “is too optimistic that politics changes with the nature of the leader individual”. It was “to take the joint struggle system across the generations interval”, but I think that it was common that education does not have expectation in their characteristic.

Now, the turning point of the big sense of values in 2011 by East Japan great earthquake disaster, I want to open the switch of the action.

I want to continue these discussion above all. NHK should be established.

１２月９日、今日はとても空気が冷えています。御堂筋の銀杏はすべてが黄金色。年末を控えて女性と仕事研究所では、次年度の事業の準備をしています。ＮＰＯの経営基盤を強化するプログラムが新しい公共事業として選定されましたので、スケジュールなどを工夫しています。

慶州コモドホテルの喫茶ルームで山東省の「山東英才学院」の揚文（ヤン・ウエン）教授（大学議長：chair person）から職業教育を中心にした彼女の大学の話を聞きました。中国で私立の大学とは珍しいなと思いましたが、やはりここは職業教育中心の高等教育機関で、いうならばコミュニティ・カレッジです。2002 年には民営教育促進法が成立し、国が民営教育機関の営利性を認め、政府が適切な助成を行うことが定めらました。ただし、私学助成は、省政府の判断に委ねられるため、ここでは政府の支援はないそうです。中国はマーケットの開放で産業界の爆発的な要望に追いつかないほどの需要でそれに必死で応えているようです。

ヤン・ウエン教授（1960年12月生）は、山東英才学院の議長。彼女は英国のノッティンガム大学で子どものための英語教育方法論を学び、山東大学で教えました。彼女は就学前教育の専門家としても有名で、彼女の「子どものために全英語教育方法論」は、「最もすばらしい英語教育方法」としてリストアップされています。彼女には「子どもために英語教育」についての多く著書もあります。1995年に彼女は私立の山東Training学校を設立しました。その後山東 Education Groupに提携されました。
ヤン・ウエンさんは、山東省の女性たちの連帯にも重要な役割を果たしています、数々の委員、山東省の若者連盟の常務委員や女性の起業家協会では総副秘書長もしています。ヤン・ウエンさんは、「中国の有能な母10人」や、「中国国際労働の日3月8日推進委員」など数々の賞や名誉なタイトルも獲得しました。

ヤン・ウエンさんのまっすぐで、人なつっこい笑顔にのびゆく中国の底力を感じました。中国女性の迫力とスピードをも肌身で感じました。この会で、壇上に登った中国の女性起業家たちの若かったことが印象的でした。

お茶のセレモニーがありました。ゆったりしているので、大阪人には少しまどろっこしい。朝鮮半島では、高麗時代までは仏教の影響で、お茶文化が盛んだったようです。しかし李朝鮮時代には仏教弾圧、お酒を重視する儒教文化の影響などで、仏教とともに伝来してきたお茶文化は寺院や王室など一部を除き衰退したそうです。日本のように緑茶ではありません。日本では秀吉以来「茶」は男のものになっていき、やがて明治大正時代からは女の礼儀作法として一般人に広がっていきましたが、韓国はどんな歴史があるのでしょうね。やはりそこも同じなのかもしれません。むかーし、昔未だ１０代の頃、私の抵抗に母親は「そんなことではお嫁にいけませんで」といいました。私はもう一度、「お花を活ける床の間なんてなくなるわ。わたし、着物は大嫌い！」と付け足してしまいました。

未来の女性像をめぐって

まず中国北京大学助教授　马　风芝（Ｍａ　ｆｅｎｇｚｈｌ写真左マイク）さんのお話を聞きましょう。タイトルは「社会の発展は道半ばですー中国における女性の過去、現在、そして未来」です。（同時通訳で聞きながらのメモを頼りの報告です。中国語の正確さには自信がありません）

男女平等は人間としての最も基本的な社会の礎です。しかし過去の中国においては封建主義に抑圧され、女性は家の中に縛られてきました。中国は今や13億の人口を持つ世界で最も人口の多い国となりました。女性は人口の半分を占めています。

中国の共和国設立前は、中国の女性は数千年の長きにわたって封建制度の抑圧を受け、さらにその後の約100年は植民地支配による屈辱を受けてきました。この間、男性中心の社会統治下で政治的、経済的社会的平等はおろか個人としての独立もなく、家の中だけに閉じこめられてきました。中国の女性は封建主義と資本主義の二重の抑圧の中にいたのです。やがて辛亥革命（1911年）、五四運動（1919年）を発端に中国全土に反帝国主義運動が盛り上がり、女性の解放運動もそのころから始まりました。1904年３月８日、アメリカで女性労働者が参政権を求めてデモを行いました。これを受け、1910年の国際社会主義者会議において、３月８日を女性の権利獲得や男女平等の記念日として「国際女性労働者デー」とすることが提唱されました。

中国政府は1924年に国際女性労働者デーを採用し、1950年３月８日には第１回国際女性労働者デーの記念式典を行いました。以来、毎年３月８日に全国各地で記念式典が開かれています。また中国政府は特に目覚しい活動をした女性をこの日に表彰します。国連でも1975年に３月８日を国際女性デーと定め、加盟諸国に女性の権利獲得や社会参加を呼びかけています。

女性の解放はまず何よりも重要です。女性が自由を得、人権を確立することが社会発展の礎です。この動きは世界中を燎原の火のごとく燃え広がりました。

もう一つは封建制からの解放です。女性はその昔、学問も受けられず、足は纏足で
歩くこともできない状態でした。

1949年の新中国の成立以来、男女平等に関してはすべてが一新しました。1954年、女性の参政権が確立し、あらゆる分野での男女平等が確立しました。その後、婚姻法や土地改革法、選挙法などが制定され、教育においても、家庭生活においても、保健面でも平等が確保されました。中でも著しい発展は、80年代以降です。男女平等は、国家の最高重点項目と位置付けられました。そして1995年9月、第４回世界女性会議が北京市で開催され、当時の国家主席江沢民代表が中国政府として世界に宣言をしたのです。「男女平等という尺度は社会発展の尺度です。男女平等を国の最重点項目として、経済、法律、行政などのあらゆる分野で、男女の平等を実現するために努力する」と。

当初から「女性は天の半分を支える」（毛沢東1968年）といわれてきましたが、この1995年の北京世界女性会議を契機として改革が大幅に進みました。
例えば、女性の就業人口比は45.4%,GDPに占める女性の労働力は40％、女性の起業家比率は25%となり、さらに教育や文化・体育の分野での女性の飛躍は男性を上回っています。

教育の分野では、新中国成立期には、女性の文盲率は90％以上でしたが、2008年では、初等学校入学比率は99.54％、普通高校では48.16％、大学院も34.7％に増加しています。今や高等教育を受けた女性は１千万人に達しています。

家庭においても男女平等な家庭が増えています。「恋愛結婚」は1949年当時では38％だったのが、今や75％になっています。社会的活動や政治参加においても全国で670人の女性の正副市長が誕生しています。この数字は1995年の倍になりました。公務員の約40％を女性が占めています。

このように、特にこの30年余、中国の男女平等による経済・社会の発展は大幅に進んできました。今後とも中国に残っている社会的・文化的な男女不平等をなくし、男女平等社会をつくり、社会経済の発展を進めていきたいものです。これは中国女性発展綱領（2011～2012）にも掲げられているものです。男女が平等にともに発展し、幸福を享受するということは世界共通の課題です。中国、韓国、日本、この三国はともに長い歴史を持つ国です。また儒教的文化に育まれて発展した国でもあります。ともに三国が相互に協力しあいながら、男女平等に向けて頑張っていきましょう。女性が経済の分野にますます進出し、社会の発展に寄与するならば、社会的貧困も解消されていくことでしょう。この社会の持続的発展は、三国の女性の力量にかかっているのです。

ここ慶州歴史地区は新羅王朝が建設されて（紀元前57年）から、約1000年、王朝の都として栄えた町です。百済と高句麗を滅ぼした新羅（668年）は三国史時代に終止符を打ち、全国統一をしたのです。仏教を取入れた政治手法も日本の奈良時代と酷似しています。だから茶道や華道もルーツは一緒です。

さてフォーラムですが、大きなホテルに300人以上の民族衣装の女性たちが集まってみんなで同時通訳で同じお話を聞くというスタイルでした。女性の経済的平等（女性起業家の推進も）と文化の交流が中心テーマでした。

通常の国際的なコンファレンスと違って英語がメインにならないのは、参加者が最も多く、女性たちの声も大きい中国を配慮したのかもしれないという感想を持ちました。それに壇上でのＶＩＰを中心とした団体やあるいは個人の記念撮影時間が多いこと、その間すべては中断します。討論や意見交換の場というより公式発表の場です。発表の前振りには、多くの方への謝辞が続きます。その中でも興味のあるテーマが多くありました。次回のメッセージ欄に報告をします。

変革の時期をむかえて

9･11から10年、3･11から半年、世界的にも、国内的にも大変革の時期を迎えています。人間（男性）が自然を征服できる、人間（男性）の知能でできないことはないという思い上がりと状況判断の誤りが、テロ戦争の大失敗、イスラム教への憎悪の増幅をまねき、地球の破壊と自然災害の過酷化に確実につながってきました。
地震・津波・原発は東北地方の問題だけではもちろん、ありません。想定外などという言葉で「いのち」を、「くらし」を、「文化」を、「歴史」を消し去ることにストップをかけ、新しい変革の過程をつくりださねばならないのです。
新しい変革の時期には、新しい主役たちが踊り出なければならないのです。チェンジリーダーの季節です。新しい主役たちは思い上がりや状況判断の誤りを犯さないよう、人間関係を縦型ではなく横型で組み、言葉と高品質の実力（Power）で協力関係を拡大していくことでしょう。これがまさしくフェミニンリーダーシップです。

女性と仕事研究所の変革期

女性が子どもを育てながら（夫がいるかどうかを問わず）、自分の人生を社会的にも謳歌できるしくみに組み替えていきたいと活動しはじめて（1993～）１８年、その前の再就職支援センターの活動を含めると（1986～）２５年が経ちました。こんなにゆっくり時間がかかるとは思っていませんでしたが、活動のキーパーソンたちの高齢化は避けられず、新しいキーパーソンたちを迎えたいという切なる思いでおります。

お願いとご提案

女性と仕事研究所では、現在のキーパーソンたちは2013年度をメドに新たな人材への引継いでいただくための準備を進めていく予定です。しかし、限られたキーパーソンたちだけでは、既存の事業と組織の管理と運営を行うとともに、新たな事業の開発や組織体制の整備を進めることは容易ではありません。このため、以下のお願いとご提案をいたします。
